ECB coaching boss Gordon Lord says under the new Elite Cricket Performance structure, Derbyshire can produce future England players.
The governing bodys Head of Elite Coach Development, who spearheaded a similar elite coaching model for the national team, believes the structure will also bring improved performances for Derbyshire on the field.
"I think there is a very real possibility that Derbyshire can produce future England players with the structure in place," Lord said.
"I think the system which has been put in place at Derbyshire is one that really suits the county.
"Coaching moving forward has been increasingly aware of the importance of getting very highly qualified and skilled coaches working at all stages of the player pathway.
"I think the opportunity has been taken by Derbyshire and the matrix approach they have adopted puts very highly skilled coaches across the pathway.
"The coaches Derbyshire have in place means their system will now be robust and will allow players to develop through the pathway.
"I think it is about building to last.
"There is always this tension in professional sport about getting results now versus securing long-term sustainable success. I think the system Derbyshire have put in addresses the latter particularly well.
"And with the playing staff as it currently stands, particularly with a strong Captain in Wayne Madsen and with a very strong and experienced Elite Performance Director in place with Graeme Welch, it means the long-term issues being addressed as well as the immediate performance issue."
Lord had previously worked with Welch as he worked towards the ECB Level 4 Coaching qualification.
"I have known Graeme for many years," he added.
"Hes had great experience coaching first at Essex then at Warwickshire and hes obviously a very skilled operator.
"He has experience working across the pathway and Im very optimistic about what he can deliver alongside what is a very skilled coaching team."
